History

History

In 1999 we saw a lack of educational and technological services available to single-parent families who desired to improve their quality of life but lacked the resources to achieve their goals. To overcome these obstacles, Empower Community Development Corporation combined three basic components; education, housing, and job skills training.  

By partnering with educational institutions, youth organizations, and technology-based companies, Empower CDC implemented programs geared towards teaching High School Equivalency Exam prep classes, drug and gang prevention, financial planning, jobs skills training, and parenting skills to enable the residents to participate without leaving the community.

In partnership with affordable housing developers who participate in the housing tax-credit program, Empower CDC has provided our services to the following communities:

  • The Bookworm Bus is a state-of-the-art mobile library with a grassroots approach to visiting communities throughout Waller and surrounding counties. Barriers created by poverty, limited opportunities, limited English, and lack of transportation are alleviated by taking library programs, resources, and services directly to neighborhoods and schools. Committed to delivering books, fun, and fellowship, our routes travel the rural farm roads of Brookshire, Pattison, and Hempstead, Texas, and beyond. We continue to develop reading programs, storytime and reading scavenger hunts, and creative activities for all reading levels. The bus is a beacon of hope in building tomorrow’s readers.
